About

Who runs Memphis Edu Funding, and where the numbers come from

A free, independent map of Tennessee's school-choice programs for families in Shelby, Tipton and Fayette counties, built from the state's own school lists.

Tennessee runs three school-choice programs with separate rules, portals and school lists, and the ESA adds a zoning test that splits Shelby County down the middle. The details a Memphis family needs are scattered across TDOE web pages, handbooks, PDFs and spreadsheets. Memphis Edu Funding gathers them for Shelby, Tipton and Fayette counties: what each program pays, who can use it and which nearby schools can be paid.

Every funding check is read by a tuition counselor, who then calls the family. When a school or group works with us, the page says so, and the advice on funding stays the same either way.

How the school data was built

The starting file is the U.S. Education Department's private school census (NCES PSS) for 2023-24, filled in with 2021-22 rows where a school skipped the latest round: 70 records after dropping five duplicates and two Department of Children's Services custody programs. Code then paired each row with its entry in the state's 2026-27 private school directory (the October 5, 2026 file) to pick up its label, accreditor, head count and web address. Two more state lists set the program flags: the 2026-27 EFS sign-up list (dated August 24, 2026; 59 entries in the three counties) and the West Tennessee ESA list (updated September 24, 2026; 48 local campuses plus 21 online schools). 46 directory schools missing from the federal survey were added straight from the TDOE file. Everything was pulled October 30, 2026.

The St. George's and Evangelical Christian School lower campuses share one registration with their main campus, so the directory shows 61 EFS-flagged and 50 ESA-flagged records. Dollar figures and rules were read from TDOE's three program sites and their 2026-27 handbooks. Pre-K facts are MSCS's, child care facts are TDHS's, MOST facts are MOST's, the college-credit grant is TSAC's, and every income line uses the USDA chart dated July 1, 2026.
